我國是從1986年在鐵路上開端運用一次性發(fā)泡塑料餐具，由于鐵路沿線的白色凈化惹起了人大等的注重，從1995年鐵路開端制止運用一次性發(fā)泡塑料餐具，改用以紙漿爲主的可降解餐具。我國政府從2001年開端片面制止運用一次性發(fā)泡塑料餐具，改用可降解的一次性餐具，并要求執(zhí)行國度規(guī)范GB18006.1-1999《一次性可降解餐飲具通用技術(shù)條件》。依據(jù)本規(guī)范的要求，一次性可降解餐飲具次要包括五大類，辨別爲紙板涂膜類、動物秸稈類、紙漿模塑類、食用粉模塑類和非發(fā)泡光/生物降解塑料類。新型一次性可降解餐飲具除在運用功能、平安衛(wèi)生功能等方面有嚴厲要求外，對光/生物降解塑料類和可生物降解類產(chǎn)品的降解功能也提出了嚴厲的要求（詳細目標要求見原規(guī)范），同時提出對回收價值較高的產(chǎn)品應增強回收應用。

目前，一次性快餐盒年消費量大約120億只，包括可回收、可降解的環(huán)保飯盒占60％，國度明令制止的一次性發(fā)泡塑料餐盒占40％。在60％的環(huán)保飯盒中，有一半左右（也就是30多億只）不能完全到達平安、衛(wèi)生和環(huán)保要求，真正契合要求的環(huán)保飯盒大約只要30億只左右。另外一次性水杯的用量大約100億只，一次性托盤的用量大約80億只，一次性碗類（包括方便面碗）的用量大約60億只，一次性筷子用量大400億只，還有刀叉勺等目前尚無統(tǒng)計數(shù)據(jù)。
