The paper cup standard issued by AQSIQ and the standards committee will be officially implemented. Disposable paper cups shall meet the following standards:

　　杯口15mm內(nèi)不能印圖案

　　No pattern can be printed within 15mm of cup mouth此前一次性紙杯一直只有行業(yè)標(biāo)準(zhǔn)，缺乏標(biāo)準(zhǔn)。此次的標(biāo)準(zhǔn)(GB/T 27590-2011)對(duì)紙杯原材料、添加劑、包裝、印刷等提出更高要求，保障消費(fèi)者的。

　　Before that, disposable paper cups had been only industry standards, lacking standards. This standard (GB / T 27590-2011) puts forward higher requirements for paper cup raw materials, additives, packaging, printing, etc., to ensure the safety of consumers.

　　較受關(guān)注的就是提出印刷位置的要求，規(guī)定紙杯外面的印刷圖案應(yīng)輪廓清晰、色澤均勻、無明顯色斑，但是“杯口距杯身15mm內(nèi)、杯底距杯身10mm內(nèi)不應(yīng)印刷”。

　　More attention is paid to the requirement of printing position. It is stipulated that the printing pattern outside the paper cup shall have clear outline, uniform color and no obvious color spots, but "the printing shall not be carried out within 15mm from the cup mouth to the cup body and within 10 mm from the cup bottom to the cup body".

　　“杯口處無印刷是對(duì)消費(fèi)者的保護(hù)。”食品包裝協(xié)會(huì)常務(wù)副會(huì)長兼秘書長董金獅稱，目前國內(nèi)沒有食品級(jí)油墨的概念，也沒有可用于接觸食品的印刷油墨。喝水時(shí)嘴唇接觸杯口，印刷圖案里的油墨可能會(huì)被攝入，尤其是含苯油墨對(duì)健康更不利。同時(shí)在套杯子時(shí)，杯子底部有印刷圖案，也容易把顏色蹭到另一個(gè)杯子的內(nèi)壁上，因此底部也要求不能有印刷。

　　熒光增白劑不能人為添加

　　Fluorescent whitening agent cannot be added artificially在制作紙杯的原材料上，為避免有毒溶劑的產(chǎn)生，國標(biāo)規(guī)定，紙杯不應(yīng)有異味，不應(yīng)使用回收材料，原材料使用的添加劑應(yīng)符合執(zhí)行標(biāo)準(zhǔn)的規(guī)定，熒光增白劑、工業(yè)石蠟、工業(yè)滑石粉等不在GB 9685范圍內(nèi)的添加劑不能用于生產(chǎn)加工紙杯。“即使是車間受污染的邊角料也不得用于紙杯原紙的生產(chǎn)加工，所有的原材料、添加劑都應(yīng)滿足食品包裝級(jí)的要求，不能人為添加熒光增白劑。”并鼓勵(lì)使用水性油墨、紫外光固化油墨、植物油油墨等環(huán)保型油墨生產(chǎn)紙杯。

All raw materials and additives shall meet the requirements of food packaging level, and no artificial fluorescent whitening agent shall be added." And encourage the use of water-based inks, UV curable inks, vegetable oil inks and other energy-saving and environmental friendly inks to produce paper cups.

　　另外，標(biāo)準(zhǔn)對(duì)紙杯挺度和滲透性能也有規(guī)定，紙杯的底部和側(cè)面均不應(yīng)漏水、滲水，如果紙杯太軟，也不達(dá)標(biāo)。紙杯的所有包裝材料要有足夠的密封性和牢固性，紙杯包裝應(yīng)防塵、防潮和防霉。

　　In addition, the standard also has provisions on the stiffness and permeability of the paper cup. The bottom and side of the paper cup shall be free from water leakage and water seepage. If the paper cup is too soft, it is also not up to the standard. All packaging materials of the paper cup shall have sufficient tightness and firmness, and the paper cup packaging shall be dust-proof, moisture-proof and mildew proof.
